Unlike you, I actually live in the Cleveland area, and worked in the Cleveland schools. Vouchers were decidedly not the idea of the Cleveland City Council (two to three council people out of 21 supported them) but of the very Republican state legislature. If Mr. Klein didn't know that then he had no business talking about vouchers, if he did and wrote what he did he is a liar. Either way shame on him.

KS–The Thomas' pay for their daughter's tuition with a voucher from a 4-year-old state pilot program. The program was designed to give low-income families like the Thomas' an option to Cleveland's failed inner-city schools. But most of the schools that accept vouchers are church-based. Few others can afford to make up the difference between the low voucher payment and what it actually costs to educate each pupil. Charmain Thomas admits that religion played little part in her choice of a school.

Note the bold part. It is a state program. State not city. Klein should do his homework. Oh and for the record, the Republican Governor of Mississippi (Kirk Fordice) tried to get vouchers for those academies that Dean was talking about.
