After remanding all the currently illegally incarcerated "enemy combatants" to appropriate judicial review, the ICC, or sending them home. Then send the entire Bush cabinet and most of his court appointees to Gitmo and have the kindly prison matron of Abu Ghraib and her Halliburton underlings preside over their indefinite detention as "un-American infiltrators and terrorist co-conspirators". I think we'll have no problem procuring an international consensus. After all, the United States has a right to defend itself.
