We pass laws against murder and crime and do our best to uphold those laws.

Not wanting to live in a society where "everybody is walking around with guns" (but not committing crimes) is not sufficient cause to pass a law, especially if it is unconstitutional. Frankly, relatively few "people will walk around with guns strapped to their hips," so why worry?

The Constitution exists to defend the rights of people, not assuage the fears and distastes of some citizens.
