Based in Washington DC. This is probably the organization in question (she has hinted at it - the DoD mentioned the ATC in their correspondance relating to her case).

It's apparently being used as a front for drugs and arms trade and private intelligence collection, at the same time as it also serves a legitimate purpose. Like she says, a "semi-legitimate" organization.
