7. Arnold was elected...

... as part of a temper-tantrum by Californians. Davis had to pay for the sins of the jackasses who ripped them off.

I'm sure a few Californians thought that he really could fix things. Now that they find that his fix is nothing more innovative than "borrow 15 billion dollars", they are probably realizing they've been had.

They'll get no sympathy from me, however. The idea that a bad actor could come in and do what Davis couldn't is ludicrous. Might as well believe in the tooth fairy and the magic pumpkin :)
