Perhaps this will be another one that PDA can pull out of its hat.

Do some "thinking out loud" here, if you will - what's your vision of a citizen's watchdog on the hill? What would they be doing? What would their activities be? What's would be the focus of such a website? What services would be offered to individuals and/or other grassroots organizations? What data needs to be compiled? Where does the data come from? What follow-up is needed?
