he called for a national VOLUNTEER service corps.

A system that could be launched to become active in cases JUST LIKE THIS. The concept was treated as unimportant and was frankly laughed at by many 'pros' (even Democrats, if you want to know the truth) because it wasn't about the presidential horserace.

It makes me want to weep....
