2. That is sick and disgusting

It is sexist and demeaning. Basically, he's saying that people should break the law instead of relying on the government to help them out in a time of need. Wonder what he'd say if someone decided to mug him because they needed money and didn't want to rely on the government? Oh yeah, that wouldn't count, because that would hurt him. Bet he's the type that thinks a rape victim should "lie back and enjoy it".
