It MAY be that the next person will be unacceptable, but it is not clear that will happen. Do you think they should have let him pass? It is also far from clear that the entire agency comes to halt without these people. Most bureaucracies have provisions that allow routine functions to continue. I have seen nothing anywhere else that says that Edwards won't get his matching money because of this. (In fact, the only thing relevant to matching funds was a decision that Act Blue doesn't count for some reason - the point being that they are clearly in operation.
