68. Hyperion is planning to build a major oil refinery in SE South Dakota.

It's big oil, big business, and it's going to be very tough to defeat. It will be just north of Elk Point. 9,000 tons of toxins will be emitted every day. Major truck, rail and barge traffic. Major impact on Missouri river. They are requesting permitting by the county right now to get "planned community" status which would allow them to be self-regulating. Need I say more? Not pretty.
