Credentialed caucus watchers of the campaigns may also attend to observe, as can credentialed members of the press. In Nevada, they adjusted the rules so campaigns could send 10 representatives instead of the orignal, agreed-upon 2 to each caucus.

I imagine Bill was a credentialed caucus attendee and that his attendance was legitimate. I haven't heard any reports of him actually organizing or participating in the caucus, which would seem quite inappropriate.
