Those are the rules.

The smoke and mirrors show by the clinton campaign on this issue really means nothing.

She has to win first.

My guess is that whoever wins will seat the delegates.

The problem with the Michigan and florida Democratic parties moving up their primaries and the dnc decision was that Michigan and Florida votes would not count toward choosing a nominee. That is still the case and will remain the case.
