Why does Hillary even have a health care plan?

It has been argued on this board that the president http://www.democraticunderground.com/discuss/duboard.php?az=show_mesg&forum=132&topic_id=4364654&mesg_id=4364774">doesn't have the power to initiate legislation and that the president cannot simply garnish wages.

So...if the president has no such power, and if as it is argued, the president's impact is negligible, why even have a plan?
