When asked what would happen to someone who didn't sign up for his 'voluntary' coverage but still ended up needing care.
He stated those that were "gaming" the system would be 'gone after' for the premiums they hadn't paid.

So Hillary does it at the front end and Obama will do it back end - but they'll both do it! At least Hillary's way people won't be frightened to seek health care as they are now.

Or did you not know that?
