that could have made him great or at least much better than he was.

the sista souljah moments are a good example such as his signing DOMA, welfare reform, lack of health care.

one problem was the Republican congress , but even that is an example of Clinton not bringing the country to his side and get him a democratic congress to pass his agenda.
