Could go so far as to say, Pakistan - not quite fascist but close enough, and the regime is based on the collective military, not Musharraf.

Plenty of fascist leaders try to present themselves in tht light - it is insurance against assassinations and coups - but many fascist regimes will replace their leader rather than change their system.

And there are plenty of 'cult of personality' governments that are NOT fascist - Mao's China, Lenin's Soviet Union were communist - Chavez, in Venezuela, is a socialist democracy.
