Well, I do.

WHen asked a question, Kennedy would regularly say aaaaaa aaaaa aaaaa aaaa while he was thinking carefully to formulate exactly what he would say. RFK did it too.

I believe that is the very same thing that Obama does---it is not stuttering.
It is done as a mechanism for giving time to craft a precisely worded response.

The Kennedy's didn't do it when they were delivering speeches; neither does Obama.
