Really? So what's your point? It may be 0.13% of the state's population, but it's only 0.0000000000001% of the world population. should we only be impressed if more than 50% of the state's population turns up?

I think 0.13% of the state's population turning up at a campaign rally is pretty good actually. It might be more meaningful to talk about the relationship between rally turnout and election turnouts, but you're simply confusing the two. If you want to do that, you should atleast use the population of the city. The way you do it is pretty negative.
