In 2004 Cuban cigar lobbyists the Cuban Cigar Association of America (CCAA) offered a "gift" of free Cubans to DNC attendee's but the Democrats rejected the offer. When the same offer was made to the 4,470 Republican delegates attending the RNC convention it was accepted and each attendee found a free Hoyo de Monterrey cigar (valued at over $25 a piece) in their hotel room. The CCAA operated in a loophole in the embargo law that allows "non commercial" imports to some specially licensed groups. Its even rumored that many of New York City's more exclusive cigar parlors held private Cuban-smoking gatherings during the convention.

I have a good feeling they have their Cuban "exile" friends in Miami simply pick them up in person! Not that far from Cuba to Rush Limbaugh's Palm Beach House of OxyContin.
