As the Senate kicked off its debate this week, opponents of the bill were lamenting the loss of the late Democratic Sen. Paul Wellstone of Minnesota, who in 1998 cast the lone vote of dissent against the bill and then used procedural tactics to singlehandedly hold it up.

"He was always there for a good fight on this bill," said Travis Plunkett, legislative director of the Consumer Federation of America, an advocacy group.

Wellstone called the bill "a nightmare for vulnerable families." In a book he wrote shortly before his death in 2002, he cited his work on the bill as a "case study of playing defense," using delaying tactics to block a bill that clearly had majority support.
