3. There are very strong indications of that, but not exactly.

Cheney told Libby that Bush had approved Libby leaking parts of the NIE (National Intelligence Estimate) to Judy Miller. Libby (at least in the portionsof testimony we now know) didn't say anything about also getting the okay to leak Plame's idnetity.

However, it was during these same conversations about the NIE, Iraq, uranium, etc. that Libby told Miller all about Valerie Plame.

To try and argue that Bush okayed leaking the NIE but had no idea Libby was leaking Plame's identity stretches credulity.
