Very poorly written! Did voters have to be at the right precinct for their provisional ballot to count, or not? A local BOE is NOT a precinct or even a polling place. This guy makes STJ sound like a moron.

Ten days before the election, a judge upheld Blackwell's directive that voters must cast provisional ballots in the correct precinct.

And this paragraph makes Blackwell sound like a genius!

The question about precisely how to get your provisional ballot counted remains unanswered. If Tubbs-Jones was right, and the ballots could have been submitted to the county BOE, regardless of one's correct precinct, and have been counted correctly, she's got an excellent point about Blackwell not advertising this still little-known fact. But you can't tell from reading this what the rules were and it makes it sound like the _only_ way to have the vote counted was at the correct precinct and that Blackwell was merely interpreting the law.

The author of this piece is either uninformed, biased, or needs to take some writing lessons.
