5. Maybe it's just me but the data you're presenting is a little confusing.
At the top you mention one county, Screven, then at the bottom you mention 15 counties. Do the numbers you posted somehow represent the results from 15 counties or just one (Screven)?

Also (if I may play devil's advocate for a moment) it looks to me like, out of the 7642 registered voters, 5981 came out to vote. Out of those 5981, 2 voted only for the federal level races (President, US Senate, US House) and 5979 voted for offices at all levels. While this does seem somewhat unlikely, I don't find it all that surprising; some people are only interested in the high profile federal races. Or am I completely misunderstanding your data?
