both heavily repug

adams

total provisional ballots - 264
* 173
kerry 91

however

gallia
total provisional ballots 574
* 257
kerry 176

so there are 141 prov ballots missing - determined ineligible? but i thought the totals on the sos site already reflected the first purge.
any clarification?
