So we can conclude that the breakdown of provisional ballots is

Bush, George W. Republican 173 (7,653-7,480)
Kerry, John F. Democratic 91 (4,280-4,189)
Badnarik, Michael 0 (35-35)
Peroutka, Michael Anthony 0 (31-31)

Interestingly the total number of provisional votes counted in Adams County is 264 but according to the Ohio BOE (http://www.sos.state.oh.us/sos/results/11-02-04.htm) there were only 184 provisional ballots cast. Something is not adding up.
