The idea is not to identify voters, it is to suppress the vote. They want to make it difficult and expensive to get the ID's. Fewer poor people will vote that way. If they issue voter registration cards to everyone, with pictures, it defeats their purpose.

Maybe, if very popular and well-know Democrats in some states sponsored a bill with your idea, it might work. It would call the bluff of the vote-suppressing GOPers. But I don't think it would work everywhere.
