The House is a very traditional place and it looks to precedent. Those funny little numbers in parantheses in the article quoted in your link (III, 2469) are references to something called "Hind's Precedents" which was published by authority of an act of Congress in 1907. If you read it, you'll see that the resolution conveying the resolution of the state of Florida in that case was referred to the HOuse Judiciary COmmittee. While the Committee eventually reported the matter back to the full House in that case, there's nothing that would require them to do so.
