C means Central, but it appears to mean Citizens to some Republicans.

Keep all their business with the Pentagon and eventually call it - Blackwater.

In the meantime we citizen-victims are left in confliction - not admiring the CIA, loathing it for some missions, but feeling more loathing for Republican leaders and all their other partners.
