I'm not sure what he said, but your post leads me to the conclusion that he favors a 3% flat rate on their incomes, which is a regressive tax, and would hit lower income earners the hardest.

Unless he's suggesting an Additional 3% for high income earners, then it's surprising, because that's more the system a Democrat might espouse.
