but a lot will depend on the makeup of the Congress. Bill Clinton tried some pretty liberal things in his first two years in the White House - rescinding the Reagan tax cuts for the wealthy (passed without a single Republican vote, btw), Hllary's attempt at universal healthcare, a try for gays in the military - which cost him dearly and ended up with the crappy "don't ask don't tell" compromise - his reward for this was a Republican Congress for the next six years, a Congress, which under Newt Gingrich, was mostly occupied in bringing down the Clintons in any way possible. It's hard to know what Bill Clinton could have accomplished with a Democratic Congress.
