I was wondering why Feinstein?

I was wondering why Feinstein and now Salazar are pushing for an amendment to the FISA Bill to allow the FISA court to decide if telecoms will be given retroactive immunity. Looking at the make up of the Court I think I have my answer, they are Federal Judges appointed by, guess who? I could be wrong but it sure looks like to me that the Feinstein amendment is an end run around stopping immunity.
"The FISA Court is composed of eleven federal district judges appointed by the Chief Justice of the United States, each serving a seven year term, with one judge being appointed each year. Its required that at least three of the judges of the court be from within twenty miles (32 km) of the District of Columbia."
