78. According to the article

Junk mail accounts for half the PO volume and 1/3 the income. With a first class stamp at .42, If we raised the stamps to compensate, that would be .63. But then, they could reduce by half the volume which would likely reduce costs somewhat. So, make it an even $.60 per stamp at a very conservative guess.

I would be ok with that.
