Rush was attempting to say things aren't as bad as we think they are. But I would say that this is only how bad they are SO FAR. House prices are still dropping, jobs are still being lost, so we haven't seen the bottom. Being the worst in almost 30 years is bad enough for most people. Also, Rush is displaying a real lack of context, since I don't remember Wall Street going down the tubes or talks of potential worldwide financial collapse in 1982.
