2. France versus the USA

How much doe s nuclear power plant cost to build in France versus the USA? I don't know.

1) Aren't nuclear power plants in France built on the same basic plan (lowering cost) whereas in the USA the wheel gets reinvented every time a new plant gets built?

2) Can you factor out for me the cost of legal challenges which every new plant faces in the USA? Do the French have the same legal challenges every time a new plant gets built?
