9. It comes down to station ownership and marketing
Most of the markets that AAR lost out in were due to the ownership deciding to switch format or sold the station to some other group, generally "christian". Others had advertising sales staff that were completely hostile to the format and did nothing to sell local ad time. In such a hostile environment, the only way to succeed is to own the station and have a dedicated group that believes in what they're doing. The two big success stories, Phoenix and Madison were the result of overwhelming response from the audience when the format was changed. When progressive voices pull top ranked market share and get dumped, you know that the motive isn't profit.
