I'm thinking a bit too much about how the German military leadership at the end of World War I basically saved themselves by transferring power to the civilians and blaming them for the defeat, thus undermining the Weimar Republic the moment it was established...

I don't think the case is a perfect parallel, but I think McChrystal ought to be kept in charge of his own policy, to keep Obama from being blamed for ruining it, and to establish proper incentives for doing one's best to save it.
