Of course it was supposed to be independent but the puke congress put it directly under bushco. Get a load of the members...

Alan Charles Raul

Mr. Raul served in the White House as Associate Counsel to the President (1986-1988). During his tenure as Associate Counsel to President Reagan, Mr. Raul represented the White House in connection with the Iran-Contra investigations. He subsequently served as General Counsel of the Office of Management and Budget in the Executive Office of the President (1988-1989), and then was appointed by President George H. W. Bush, with Senate confirmation, as General Counsel of the U.S. Department of Agriculture (1989-1993).

Prior to taking this position, he served as General Counsel at the U.S. Office of Personnel Management from 2001 to 2006, and on the Bush-Cheney transition team in 2000.

He previously served as Deputy Associate Director for Presidential Personnel at the White House during the Reagan Administration (1984-88), and as a Legislative Assistant to Congressmen David Dreier (1982-84) and John H. Rousselot (1979-82), both of California.

OMG!!!! These are the ones supposedly providing independent oversight of bushco???????
