and policy is dictated from the top down. That means these people can not go on their own devices, and if they do so... then they are contradicting policy in which case they can be fired for not doing their jobs properly.

Seriously, it is not that f*cking hard. But this requires strong leadership, not milquetoast tap dancing pretty please bipartisanship bullshit.
