He is also a Republican which means that he is ideologically opposed to governance other than for the purposes of facilitating big business and oppression and those skills don't really transfer to stuff like reacting to a catastrophe that can't be dealt with by launching forces.

How does one logically expect a Republican to execute policies or take actions that they promised up front that they were against?

Nobody that is paying the slightest bit of attention expects a Republican to do what we think of as the duties of the office. If they do a shitty job it is easy to see coming.
