It's interesting that significant change is being framed as not enough because expectations climbed after the time the bill passed the House and Senate. Yes, that's right, it obviously climbed after those two votes since the House bill didn't include a Volcker rule and the Senate didn't include the current stronger version of it. Merkley-Levin was added in final hours of conference negotiations.

So how exactly was it softened? Here is Merkley's statement.

What's interesting is how Merkley and his amendment were being lauded and are still being held up as the standard. Yet his own statement on his amendment is being ignored.
