4. That's the point, probably no one told diplomats to spy.
These cables are taken out of context. Our intelligence agencies routinely communicate what they need and diplomats just as routinely ignore them. Let's say a US diplomat has lunch with a diplomat from another nation and he happens to see the credit card number of the other diplomat when they settle the bill. In all likelihood, our diplomat would not take the number down and pass it along to whichever agency requested it.
