Fictional Doomsday Team Plays Out Scene After Scene
They disguise themselves as janitors, ambulance crews and food-processing-plant employees. They gather supplies by staging burglaries at a pharmacy and a plumbing supply store. They smuggle weapons into the United States by hiding them in furniture cushions imported from Europe or sneaking them in from Mexico. Ever so patiently and meticulously, this fictional team of terrorists plots its attacks.

To federal officials, the conspirators are known as Universal Adversary, the make-believe force behind a dozen doomsday scripts that the Department of Homeland Security has compiled in an effort to help the nation prepare for, or perhaps even prevent, future attacks.

Similar scripts involving the Universal Adversary will be used early next month, when Homeland Security officials stage mock chemical and biological attacks involving more than 10,000 law enforcement, public safety, health and other officials in Connecticut and New Jersey, as well as Canada and Britain.

Like the terrorists in the Sept. 11 attacks, the members of Universal Adversary generally enter the United States through official border control points, rather than risk an illegal border crossing. They spend weeks or even months studying their targets, often getting jobs inside the institutions they want to attack.

This is nothing more than an inviation to UBL to piggyback a real terrorist attack on the coattails of a simulation.

Gee, with the British general elections coming up, its an opportunity for Tony Blair to use the terrorist threat trump card for his own political gain.

Want to take bets whether Iran or Syria gets the blame?

6. Have no problem with Red Team type exercises - small, unpublicized

tests, drills and games are absolutely essential. But, this is something else altogether - huge, highly public affairs that are too large to manage if someone seriously wants to mole into it.

There's a lot of evidence that the 9/11 attack "succeeded" to a substantial degree because someone with a sophisticated understanding of the NORAD drills and FAA procedures rode along as a limpit. This int'l exercise in April just seems to be an invitation to someone to try to repeat the same scenario. It also strikes me as a public perception management extraganza by US and UK politicians.

Tell me how I'm wrong. But, if I'm even part right about this, we're all needlessly being placed in serious danger. These guys just have not shown themselves to be smart enough to play three-dimensional chess where you have the potential of real threats within simulations.

They should respect the KISS principle, call this all off, and rethink the exercises as smaller, more managable pieces.
