Iraq plans war crimes tribunal

The newly appointed and U.S.-backed Governing Council of Iraq has voted to create a war crimes tribunal to try former members of Saddam Hussein's regime.
The council, meeting Tuesday for the second day, will appoint a judicial high commission to run a special court system for people accused of committing crimes against humanity.
A spokesperson told the BBC, These are not normal crimes we are talking about, adding the crimes would cover the killings of hundreds of thousands of people.
However, the civil rights group Human Rights Watch said an Iraqi tribunal could not be expected to administer impartial justice to anyone associated with the ousted Iraqi regime.
