North Korea Says U.S. Security Offer Laughable
By REUTERS

Filed at 8:11 p.m. ET
SEOUL (Reuters) - North Korea said a U.S. offer to provide multilateral security guarantees in exchange for Pyongyang ending its nuclear weapons program was laughable and not worth considering.<snip>

1. Kim Jong Il has apparently decided that Bush is out of gas
If North Korea (which is run as much by a group of old generals as by Kim Jong Il) was still worried about Bush attacking, they would have taken the deal 'under advisement', ask for negotiation meetings, and then attempt to change the deal in negotiation.

While on the one hand, one might think that this is just the sort of reaction that Bush wants (and probably *is* what Rumsfeld wants), if that were the case, they wouldn't have put the deal forth in the first place (since it made Bush go back on his 'not making a deal' with NK pronouncement).

No, I think that Bush really wants a deal right now, and I think that North Korea knows it.

6. I think you make some good points, htuttle
Interestingly enough, the same thing happened another time the Fascists and Stalinists tried to get all lovey with each other (Nazi-Soviet Pact of 1939). Stalin knew Hitler was desperate and strung him along until the German had given away the store.

The Bush administration has been so inconsistent in its stance toward North Korea that I'm not sure what to think. Their record thus far, however, leads me to believe that their constantly shifting message is not some fiendishly clever tactic carefully machinated to produce a diplomatic masterstroke.

North Korea Says U.S. Security Offer Laughable
Tue October 21, 2003 08:28 PM ET

<snip>During a summit this week of Asian-Pacific leaders in Bangkok, President Bush made a significant shift in policy by saying he was sharing ideas with other regional leaders on how to give North Korea security guarantees short of a non-aggression treaty.

"We have asked for the United States to stop its hostile policy and a bilateral treaty between North Korea and the United States, and not for some sort of security guarantee," said KCNA in a Korean-language commentary.

"It's laughable and doesn't deserve even any consideration that the United States gives a security guarantee on the condition that we drop our nuclear development." <snip>

5. I'm sure that NK is aware of the USA's record for treaty-braking

. . from the North American Natives to Rummy's handshake with Saddam

AND I'm sure they noticed the UN inspectors crawling all over Iraq just before GeeDubya bombed the shit outta them, and found NOTHING.

Nah nah, NKorea ain't gonna disarm one wee bit, they are in a buy/develop mode

- Junior's slimy-slippery-forked-tongue ain't gonna fool them one wee bit

8. Wise move
Who can blame them?

America has an extremely bad record for honoring any treaties (just ask the Indians). Further, given Clinton's two-faced dealings during the last DPRK nuclear crisis and Bolton's recent statements, the DPRK leadership would be crazy to exchange hardware for an American word that's little better than a check drawn off a fake bank account.

10. North Korea keeps its own counsel
"Laughable" is pretty strong language, designed to humiliate and embarrass Chimpy. The leadership has probably figured out what a lot of other people have figured out, and that is that U.S. is badly overextended. Fighting on a third front just isn't possible without an enormous commitment of manpower and troops that the U.S. doesn't have, short of a draft.

Your monkey nose has been tweaked, Chimpy, and the Commies are laughing at you in front of the world. Thanks very much for restoring honorability and dignitude to the White House, because you've sure stripped it from our formerly great nation.
