Clark Proposes Health Care Coverage For All U.S. Children
Democratic presidential hopeful Wesley Clark waded into the health care debate Tuesday with a $695 billion, 10-year health care plan to guarantee coverage for children and expand access for uninsured adults.

In the latest in a series of speeches designed to flesh out his sketchy policy stands, Clark proposed a series of tax credits to help make insurance more affordable for low- and middle-income families and ensure coverage for everyone through the age of 22.

Under Clark's plan, uninsured adults would have access to the same health plan available to members of Congress, and families earning up to $90,000 a year would be eligible for tax credits to help ease the costs.

He would pay for the plan by revoking Bush's tax cuts for those making more than $200,000. Dean and Gephardt have proposed revoking all of the tax cuts, but most of Clark's other rivals have called for repealing the tax cuts for only the most wealthy Americans.
