1. Part of the reason for that is the several health care programs

Pennsylvania has for it's low income citizens. One of my cousines checked into one of the programs for low income adults. The cost is $50/month and it covers everything except prescription drugs. The problem is that the waiting list is two years long, HOWEVER, they told her she could "buy into the program" for $200/month which is a lot less than she was paying through an insurance company so that's what she did. Too damn bad aother States don't do the same for THEIR citizens!

In any case it certainly will not be comforting to any of the many doing without.

edit to add:
The number 1 employer of the Pittsburgh area is UPMC (major hospital system and conglomerate) and they provide the care to their employees as well as all of those employed by the University of Pittsburgh. This would bias the figures as looking more rosy than they are for everybody else.
