The reasoning existed long in advance

What actually drove the Bush administration's desire to wage a war against Iraq?

On March 19, 2003, the U.S. launched its long-threatened war against Iraq, purportedly to free the Iraqi people from decades of oppression and tyranny under Saddam Hussein, to force a regime change, destroy his weapons of mass destruction, end his threat to U.S. national security, and establish a democratic government responsive to the people.

Among U.S. justifications for use of force was that it was legally enforcing United Nations resolutions. The United States pointed to the allegation that Saddam had flouted 16 U.N. resolutions over 12 years that ordered him to disarm, including the Security Council's unanimous Resolution 1441 of November 2002 that gave Saddam a "final opportunity" to do so fully and immediately or face serious consequences.

But a plausible answer requires a look back even further to understand the formulation and the authors of a plan that led to that war. We must go back not only before Sept. 11, 2001, and the war on terrorism but before George W. Bush was elected president in 2000. Go all the way back to at least the spring of 1992, when his father, George H.W. Bush, was president.
