The concept is that people can vote on electronic voting machines, and those will print a paper ballot.
The point of using the term "paper ballot" is to emphasize that if there is a recount, the paper which the voter reviewed will be considered the actual vote, not what the machine displays.

Yes, the Voter Confidence Act is for the 2004 election.
The Senate isn't scheduled to vote on this yet.
We need to get enough Senators to cosponsor it that a vote will be scheduled.

It might be better to ask other people you know to call their state's Senators (which may be the same as your Senators). I don't know if they care what voters in other states positions are.
I don't know if it helps to call other state's Senators or not.

Also, you could do a polite followup call to both of your Senators' offices once a week. Ask if the Senator has decided since the last time you called if he will sponsor "The Voter Confidence Act," S.1980.

The right of every citizen is to be able to cast and judge a ballot with their own eyes.
Just make sure they don't play with the language of the bill at the last minute!
