Schneider: Memo 'could be seriously damaging'

CNN) -- The White House has released part of a key intelligence report on Osama Bin Laden that says the head of al Qaeda had been determined to conduct terror attacks in the United States since 1997. CNN's Carol Lin talked to senior political analyst Bill Schneider about the implications of the memo's contents.

LIN: Bill, you heard the body of the top secret memo that was just released by the White House. How damaging could this be?

SCHNEIDER: I think it could be seriously damaging. What this says is, the White House knew what bin Laden was capable of planning, where he intended to do it, which was New York or Washington, D.C., how he was going to do it. There was only one thing missing, which was exactly when he was going to do it, which turns out to be September 11.

Critics and members of the commission will say, the White House should have been far more aggressive to prevent, what sounds from this memo, like an imminent strike, obviously years in the planning, but a real danger to the United States, particularly in New York and Washington. And they will, I think, make it a cause for very severe criticism.

LIN: Does the support Richard Clarke's criticism of President Bush that he and his administration were not taking al Qaeda seriously?

SCHNEIDER: I think it sounds exactly like Richard Clarke. I think Richard Clarke's testimony sounds almost exactly like what is in this presidential briefing...

2. WHO PREPARES THE PDB??
Who prepares/compiles the PDB? Does Condi? Does each department. It sounds like Richard Clark prepared it. Also, does the president get several PDBs every day or just one?

"Plan of Attack," supersleuth Bob Woodward's still-secret study of President Bush's war on terrorism,out april 18,
will be very bad for the Bush reelection campaign - which is still reeling from gun-toting former terrorism chief Richard A. Clarke's critique of Bush, National Security Adviser Condoleezza Rice and other administration figures in "Against All Enemies."

Woodward's book, to be released next week, will receive not only a multipart series in The Washington Post, but also the Mike Wallace treatment on "60 Minutes" April 18 - when I am absolutely confident that the common corporate ownership of CBS and Woodward's publisher, Simon & Schuster, will be mentioned.

24. Woodward has ties to the CIA, right?
I read that he was connected with the CIA back in the days prior to Watergate (link: http://www.webcom.com/ctka/pr196-woodward.html).

I wonder if this is more evidence of animosity between the CIA and the White House, or if Woodward is doing this on his own.

5. So if they knew it would be planes......where were the fighters protecting
NYC or Washington?

Remember the lame excuse that only 4 planes were on duty to protect the entire US? Why? Particularly when there was a exercise underway that day.

The WH was seriously protecting this document. Why? Now we know, bec it IS damaging.

16. I like the new name: "the Bin Laden memo" - no longer just the "PDB"
CNN is referring to it as "the Bin Laden memo" on its site.

I suppose that's fair, considering it has "Bin Laden" right there in the title.
