A panel discussed the book The Ambushed Grand Jury: How the Justice Department Covered Up Government Nuclear Crime; And How We Caught Them Red Handed , published by Apex Press. From 1952 to 1989, the Department of Energy's Rocky Flats Plant, located just outside Denver, Colorado, manufactured plutonium triggers for nuclear warheads. In 1989, the FBI raided the plant to investigate charges that plant managers were violating federal environmental and safety laws. A grand jury later recommended that managers from DOE and Rockwell International (which was contracted to run the plant) be indicted, but the U.S. attorney handling the case, Mike Norton, decided to ignore their recommendation, arguing that there wasn't enough evidence to convict the managers. He instead struck a deal with Rockwell that included the company pleading guilty to 10 violations of various environmental laws and an $18.5 million fine (no individual charges were filed). As part of the deal, members of the grand jury were ordered not to discuss their investigation and their grand jury report was kept secret. During this panel discussion, Wes McKinley, the grand jury foreman, his attorney and co-author, Caron Balkany, and former plant employee, Jacque Brever, talked about the case and argued that the U.S. government is guilty of covering up serious crimes. Following their presentation the panelists answered questions from members of the audience
